On hard surfaces studs that are too long for the lug height tend roll over and put additional stress on the track. It's very unlikely that a 1.45" stud is going to penetrate a hard surface by 0.375" before deflecting the rubber track. The 1.325" studs are intended to stand proud to the lug on a 1.25 track by about 0.25".
