MY sled is feeling like it is pulling harder at part throttle than wot, have checked clutch faces and belt and they look fine.
Would this be a case where I might need more tip weight? or have a worn spring?
I have noticed that shiftout rpm is stable at 10500-10800 but cruising rpm seems to up about 200 rpm

The performance of the belt seems to go away from 800-1000 miles, but they will actually last a very long time.. I change mine at 1000miles..

Peak RPM is 10,250. You are reving too high. Your belt is most likely slipping.
When was the last time you cleaned the clutches?
How many miles do you have on them?
Are the clutches bone stock?
Have you ever replaced the Primary and Secondary's Springs?
