tie rod boot install

I pulled out my tie rod boot to inspect the inner tie rod end, How do you put the boot back into place. It looks like it should be sandwiched in there but I can't figure out how to do it.

If I'm not mistaken the thin piece inside is riveted in place. You need to drill them out and I put in machine screws. I put in an extra one as one side kept coming out.
