As the question states, what can be done? Window tint, spray on? Don't want to just paint.
What will work to give a dark tint?

Using window films on plastic is not the easiest thing to do. It can work on sheet plastics. On compounds curves such as the windshield it is impossible or atleast for me it is.
The film needs to be worked to fit these types of curves. When window film touches plastics it seems to stick instantly not allowing any time to work it. Spray on tints would be about the only way to do it or a translucent paint to give the effect of a tinted windshield.

I never heard of it being done before so probably need to do the spray on. Can the spray on be done on the back side? I would think it could. I have a spare shield with a scratch so it would be a good one to practice on first.
You can spray either side but I would favour the inside face.
Make sure the spray on is rated for plastic.
