Two vacuum lines on bypass valve ?

Yes - unhook the botton line for full boost, hooked up will reduce it. I tired to run mine the way MPI said to run it and could never get full boost - unhook the bottom line and it will work fine.
 
When I pull the second line off should I pull the barb out and plug it ? Or can I leave it open just incase I want to hook it back up in the future.

It has to be left open so air can move into that chamber when the diaphram is pulled up - don't plug it. I just unhooked the hose and turned it down to keep moisture out of it. Vortec's originally came with a vent in the lower hole.

I got out for a ride and I'm only seeing 6 psi at 9900rpm with the second hose hooked up.
I cant believe how fast the machine is at only 6 psi.
Its going to stay at low boost until I get comfortable with it.
 
Took the second hose off today just to see how much boost it would make.
I gave it a quick squeeze and it made 11.2psi just below 10k. I put it back on right away.
