Anyone know what causes the turbo flutter noise? My sled seems to do it more and more lately when I get off the throttle.

In laymans terms, it's basically air 'backing up' in the turbocharger when you quickly close your throttle plates. You can get rid of this with a blow off valve.

Where should the BOV go to get rid of this? My sled already has two BOVs.

Tom it is compresser stall and it happens some times when you do not let of all the way to create enough vacuum to open the BOV all the way.

You can try to let off some spring tension in your BOV and see if it is more responsive. I had similare situation with Turbo XS BOV. Took one washer off under the valve spring and it helped a lot.

Do these BOV's require some maintenance after a few thousand miles to keep them as responsive as new?

If you can back it off all the way or till it is open at Idle.
