As long as it's not leaking, it should be okay. My Phazer radiator was in much worse condition before I added a custom guard. I did comb out the fins a bit where I could to open it up more, and have not experienced any overheat.

You could straighten out the fins (not the tube) and give it a shot of black paint. Definitely not bad to me.
