The on and off thing makes me agree With mbarryracing on the possibility of an electrical issue.
Another thought.... stuck float needle that comes and goes, flooding one cylider every now and then???? it's possible.

Get it up to 8800 and Your boost will be about right. Keep the AFRs below 12.5 at WOT at 8800 RPMs.
Control RPMs in the primary.
Softer initial primary spring or adjustable clutch weights.
A multiangle helix lie 49-41 would work keeping the RPMs Down off the line.

As a general rule I recommend hooking up electrical equipment directly to the Battery.
Connect a lead wire to the positive + battery pole.
Install a fuse of appropiate AMPS on the lead.
Use a lead wire of appropriate Dimensions for the Power supply...
That is Your problem, the gears have not been slotted to get the timing correct.
Your exhaust has Advanced but Your intake came has been retarded. You're loosing a lot of response and HP With a retarded intake cam.
You need to advance the intake cam to get the response and HP back.
How did you store Your sleds over the summer?
Inside or outside?
The exhaust and intake valves may have rusted and will not seal. Loosing compression.
If it runs it will clean out after a while, the rust just wears off. It's possible.....
Any AFR gauge?
What Reading do you get at idle when it runs?
Could be a valve shim out of position leaving one of the valves slightly open when Cold. A compression test would detect that.
ghost - what is Your fuel pressure.
Should be around 4.5 at idle but between 4-5 is ok.

Having a exhaust leak will cause air to be sucked into the exhaust system thru the leak. Resulting in more air in the gas passing the sensor, Reading leaner than it is.
Fixing the leak and the extra air is now gone, sensor Reading richer.

You did a leak Down test I assume.
You have to position the piston of the cylinder you are intending to measure at the TDC - top dead center. Then repeat that on the NeXT cylinder, and so on. Done this way, ideally no valves will be open when testing.
