Lack of vacuum signal, Your carbs may have jumped off the boots partly, then there will be no vacuum to the pumps.

if the pickup hoses to the filters are plugged, then I can suck all it wants but it will not be able to get the fuel up to the pumps, let alone the carbs. seen this one a few times at work when some one drops the gasline antifreeze cardboard stopper in the fuel tanks on a transport. even pulled a rag out of one.
