2005 vector timing issue

I just put back together my engine after it was in mechanic shop flywheel key replacement (just engine). Before replacement I check the timing. camshafts were in my opinion in right position and #3 cyl was in TDC compression. Now when I got the engine back and back in the sled it didn't started.
I checked the timing again #3 cyl in TDC compression and check the camshaft marks and they were in different position.

In both picture #3 piston was in TDC compression.
The mechanic didn't say that he changed the timing but what do you think?
 
Check the sticky for Cam Chain Tensioner Replacement. Right on the first page there is timing chain info with pics from the service manual.
 
Also while you're in there make sure you have the updated tensioner before putting it back together.
