Well then I'm lost of what to do or try now

Should I try to add even more shims to see what might happen'....the manual says to add shims if the belt is too low. I will get some different thickness ones and try it again.

adding shims will pull your clutch together even tighter. I would check the bolts themselves. They do tend to wear.

But the belt is not near the top of the secondary.

The three bolts you shim with, could possibly be worn. however, as said above, not all belts are the same size. it's possible you have one that's not sized correct
Take the secondary off the sled, remove the spring off the secondary, remembering the holes it came out of, remove and inspect the three bolts in back of the clutch, the sheaves can now bottom against each other, put it back on the sled and put the belt on. Manually push the sheaves together till they touch, the belt should ride above the edge of the secondary by at least 1/8", if it doesn't the belt is too short.

check your buttons on the secondary, (what rides on the helix). sometimes they crack or break, i had one break and it was binding a little bit. hope this helps, good luck. oh and make sure you have your spring on the secondary in the right holes. stock is 6 hole.

try the 6 hole, might not have enough spring pressure to push the belt to the top.

Sounds like you covered most everything in the driven.
Check your belt deflection. Take a tape and hold it center between the drive and driven clutch, push down on the belt. You should have about 1.25" of deflection.
Also is your primary clutch returning all the way? You should have a few thou (not sure on spec) or so gap between belt and clutch face with a new belt.
Sounds like you are tight in the primary clutch, never heard of killing the motor from ride height to high, usually just creep, squeal or labor the motor at idle.

I have a brand new white primary spring for the drag n fly weights in it. I will check that clearance today also

With a New belt you should have belt clearance at about 0.04" or 1 millimeter. In some clutches it's even at 0.08" or 2 millimeters.
I always modify my clutches to a clearance of 0.025" or 0.65 millimeters.
Check clearance With Feeler Gauge, if you have no clearance you will have to take Your primary apart and have it cleaned and serviced.
