What does it sound like, turning over normally just slower? What if you try boosting the sled?
If you put in a new battery that is fully charged then I dont think the battery was the problem. Just a thought, i have read that when the starter bolts start to back out that they turn over slower. Could this be the case here?

took the starter out last week and retightend the bolts with locktight. when i put the fully charged battery in the sled it started perfect, even stoped and started it a couple times to make sure the starter was working. but after going for a long ride yesterday i went out to start the sled this morning and no go, just wind over slowly but wont start.
You need to check if the sled is charging the battery with a voltmeter.Should get around 14v while running above idle.If not check grounding block.

Charge up the battery and hook it back up to the sled. Check the voltage before starting it and make note of it. Start the sled and check again. It should be higher (~14V as per Canondale). If not, check all the fuses and all electrical connections. I don't know what year you have but the early Phazers had problems with the ground block. It is located in a bundle of wires covered by tape and is yellow, just near the fan. There have been instances of this thing melting and is covered by a recall.
If all checks out, you'll have to test the stator. I would recommend that you get a copy of the repair manual for your sled for that. If it checks out, then pretty much all that's left is to replace the voltage regulator.

Apparently it can overheat and melt but not always. I don't know what conditions could make it do that. I checked mine and it was fine too.
