I have milky chain case oil every year when I change it. Not sure how the water would get in there is there a breather tube or plug that might be missing.
This is on a 2009 venture lite. Doesn't leak chain case oil.

Mostly likely would be the seals on the shaft side. That's assuming the gasket on the cover is in good shape. If it's not leaking, then that would be the case.

I had the same problem when I had mine. Seals were fine, no leaking. I don't think there is any place where it vents so I could see when it would get hot, it would vent somewhere like the dipstick, and when air would cool again, contract and create a vacuum and suck in moisture from the shaft seal. It's possible that seals work fine one way preventing oil from coming out, but not the other where it can allow stuff to go in under a vacuum. That's why a lot of times there are vents to things like chain cases and car differentials.
