I know many use zip tie but they fail in a year or two. Sick of it. Here is what I did.
Hole in headlight was enlarged to accept shoulder bolt loosely. Bolt,headlight,oring then mount and Loctited nut loosely tightened. Still have headlight adjustment but over doing it would break tab so be careful and don't tighten top bolt too much.
