It's not a relay issue. It's acting like a bad battery. I've seen those battery tenders act as if the battery is good when it's not. An easy way to check the battery is to measure it's voltage before and then while cranking the engine. A fully charged battery will read 12+ volts and won't fall below 9.4 volts while cranking if good.
