anything flowing throughout the turbo housing at a lower temp than exhaust temp will cool, even the oil going through the bearings cools the turbo to some extent. just like the turbo housing will be cooler with a cold air intake vs a regular intake. the cold air will cool the housing. i can only think water running through the housing will drastically cool the turbo or greatly reduce the amount of heat transferred from the exhaust housing to the intake side. exhaust may be the same temp but i think heat sink effect would be less.
