New zx2 suspension .......doesn't move

The newly installed zx2 suspenion will not compress when I push down on the back bumper. Is that normal?

yes , it move in motion

Yep she wont budge till the front starts to move. If you put a 2x4 directly under the front shock pivot point it then allow it to move some.

What snowrider and kinger said, I'll second that, she'll move when on snow but not on the garage floor.
