She did not turn over. I'm probably not understanding the code chart right.
Under code 12 (which it's throwing) the chart says it's unable to start and drive. So I'm thinking that means it wouldn't turn over either. I'm just trying to explain my train of thought at the moment.
Now that I've read and reread and reread your posts again its making me think that my idea of it is wrong and it could be the starter but why would it be throwing a code 12 if the starter is bad?

Mine would turn over by jumping the relay but no lights and would not run. Turned out to be a loose connection on the starter circuit near the ignition switch plug in. I too now have a spare relay.

Sounds like the starter but first I would spin the primary over by hand a few spins to make sure the starter is not still engaged. Try a jump and if no start sounds like a fried starter.

Let us know what you find, but right now it is pointing to the starter. Check ,clean, and tighten all connections from the relay to the starter and turn over the primary clutch as Canoehead suggested and try the key first then if that doesn't work try the pliers. Regardless of the code it should engage the starter because you jumping out the relay with the pliers. Also check all grounds for corrosion. Best of luck

A late update but I finally got my starter today. I ordered it from NAPA last tuesday and it had to ship directly from the factory. Using the old man's discount it was cheaper than anywhere else I looked. I'll hopefully get it put in tomorrow and I'll update again after that. Oh and if anybody that hasn't replaced their starter and is wondering about it. It's not the easiest thing in the world but it's not the hardest thing either, even doing it by yourself.
Edit to add- After I pulled the starter and tried to turn the shaft it was locked up tight.
