How do you remove the rubber boot that's around the steering arm?

just pull the rubber out from under the rivets in the plastic. You should be able to reinstall the boots by stretching the rubber back over the rivet heads. I've had to use a flat screwdriver at times to pry the heads away from the plastic to create a little more space.

You can pull the rubber boot over that rivet or just drill the rivet out. This year I pulled mine over the rivet but when I tried to put it back on I couldn't get it so I just ended up drilling the rivet anyway.

You should be able to slid it over the rivets. I've never taken mine right off not have slid them off the rivets before. I have also replaced a couple of the rivets that have pulled out with bolts. Not the most fun getting a wrench in there to hold it but its doable.
