I have cleaned the carbs completely and set the fuel screws 2 turns out. New gas with Seafoam in the tank. I then sync'd the carbs and the idle is much better. The problem I have is a lower idle 1000 to 1200 RPM is no problem but once I turn the screw and aim for the 1600 - 1800 mark to get rid of the rattle it does not want to stay there. One blip of the throttle and it gets up over 2000 - 2200. Turn the screw back and try it again and off it goes. There is play in the throttle cable and I have made sure the choke is coming off completely. Also when it is cold and backing the choke off slowly it will tend to rev up quite a bit and almost engage the clutch.

I hate to say it but those are the exact symptoms of dirty pilot jets in your carburetors. There may have been some stuff in the tank or lines that is clogging those tiny jets but until you get all the stuff out, it will keep clogging the jets as soon as you run it.

I would have to agree, sounds like dirty pilots. May have been a floater left in the carb bowl.

I have same symptoms. Removed and cleaned all pilot jets. Same symptoms. Can the enricher jet cause same problems?

Had to clean my carbs three times this year to keep the Pilot Jets clean. Also, there is a passageway that needs cleaning. Clean the Pilot jets again. I run a bristle from a wire brush through them. Then, take out the Pilot Screws and clean the passageway they control with a squirt of carb cleaner too.
If you take out the Pilot Jets and they are in fact clean, then you may want to try setting the Pilot Screws out to 2.25 turns from the bottom.
If you put the carb cleaner's red tube up to the slotted end of the Jet, and cover the slots with you fingers, you can squirt though the jet. If it is clean, you will get a nice evenly round stream coming out of the jet that will shoot > 10 feet. Anything less and the Jet is still dirty.
But, ... My bet it is one of the Pilot Jets is dirty.
