Should there be a bolt here

Looks like there should be a bolt here on my sled but there is not one. Anyone notice whether a bolt was fastened to the top of this bracket part #33 that covers the back of the brake rotor?

Looks like #33 is just that whole piece.

Just like #37, that's just pointing to that whole piece.
 
The top of this bracket is not secured and moves slightly when I stick my size 14 boot in the space. Looks like there are two holes on the top of the bracket where bolts could go.

Mine has two bolts going through the bar securing it.
 
Mine is not there either and is causing a vibration rattle. Waiting for a day I can strip it down and go thru the sled. I will be putting a screw with a locking nut to hold it.
 
Upon closer inspection there looks to have been one there at some point. Had to loosen torx screw on bottom of bracket to align new screw on top. Screw on top went in loose so I wonder is the hole was drilled too large to start.
