I was wondering are are plugs suppose to have the tops screwed on or off. im not sure what their called the nipple on the end that screws on. its on the 2006 apex

X2 on having the nipple thingy on the plugs when you install them. The nipple thingy on the end is called a "terminal nut". The threaded portion under the terminal nut is called a "stud", which is what you see when you have a new plug from the box, before you put a terminal nut on.
As far as I know, the NGK plugs for a 4-stroke come without terminal nuts and you will either have to steal them from your old or another set of plugs. I happen to have a stock pile of plugs leftover from my 2-stroke I was grabbing the terminal nuts from.

I'm pretty sure the stock plugs do not have the removable terminal nut. If you have plugs with a removable terminal nut, mosty likely someone replaced the stock plugs with the very popular CR10EK plugs. Those have the threaded terminal nut.

Ulmers sells the version with the permanent terminal nuts on them...

I purchased 10's from Ulmer, I guess prior to the solid nut. Mine have the treaded stud. But to the point that NY Attack made; I did put lock tight on the stud and ruined a weekend with ignition problems. Of course it is not so obvious this is the problem when you are sitting in a bush on the side of the trail. The sled would studder which then lead to other problems like gas in the air box. So just turn then tight and maybe a slight crimp to keep them there.

Loc-Tite, or any threadlocker, is an insulator... don't conduct current very well so should never be used an ANY electrical connections...

That isn't exactly true. The 10's Ulmer sells come with the terminal nut included and already installed. They're not permenant. Purchasing 10's somewhere else will require you to find your own terminal nuts from other plugs.

Take a screw driver and rake it across the threaded stud a few times to place a small burr on the threads, then turn the nut onto the stud and it will stay secure without any threadlocker or other such insulator.
