That rod is a drag link which should be set to the specified length then used to fine tune handle bar alignment.
The left and right tie rods should be approximately the same length. back off all the tie rod end jam nuts (inner and outer) then turn both rods to their shortest possible length. You may need to disconnect the outer tie rod from the spindle to make sure all the ends are fully turned in. Adjust both tie rod sleeves equal number of turns out until you have the correct toe out. Don't worry about trying to align the skis to the track. Once you're happy with the toe adjustment then check handlebar alignment. If it's off use the drag link to center it. Tighten all jam nuts.

Because you have an OFT Relocate installed the steering shaft length will change from the factory spec.
