i plan on converting the dummy plug that came with the DC outlet kit.
I plan on wiring in an RCA end to the end of the plug that supplies power to the green signal light. but need to know what size fuse to put in it.

the 12V accessory circuit on my 08 is a 3.0 (three) Amp fuse.

My last shield came with a 5 amp fuse. The Sled's power accessory circuits typically have 3 amp fuses and the wiring is designed to handle 4.5 amps continuous (50% over expected max current.). So, ... That is why I always suggest wiring heated shields directly to the battery, with the fuse as close to the battery as possible.
We have a choice. Either wire it correctly, or run off the accessory circuit, with a higher value fuse, at or near full design limits and quite possibly even over design limits, before the shield's fuse burns out.
That being said, you MAY get away with using the Accessory Circuit, with a 5 Amp fuse, forever. If you leave the fuse at 3 amp, many posts have been made about blowing the OEM fuse.

If I was to connect directly to the battery is there a place close to it that I could connect to with a built in fuse? This is for a fx nytro

You would need to add an in-line fuse in the new wiring that you attached to the battery. There is no spare fuse in the Sled for this. Doesn't the wiring that came with the shield have a fuse in it already? If the shield's harness does not have a fuse, you would hook the fuse to the battery and then hook the shield's wring to the other end of the fuse's harness.
