Plenty of power for his weight. The Phazer requires an ACTIVE rider to get it to handle. It's very sensitive to rider movement, and it's needed to ride it swiftly. Most new riders I put on mine don't care for it, experienced riders love it.
An inexpensive solution is one of the 12V Car Blankets they sell. They don't draw much power, but in that they're out of the wind, it might be all you need. Heated jackets for motorcycling could also be an option, but they draw 90w ea. and I don't think the electrical system is up to the challenge.
Maybe try tightening a little first to break it loose. Is there enough left to put a hose clamp on to knock it loose with a hammer and punch? Else, you're going to need more room to work...

This has been my experience as well, not from water infiltration, just accumulated condensation. After two seasons it's quite milky, change it every year now, regardless of mileage.

Increasing free-wheel
I'm new to clutch adjustment. So you're saying to reduce the offset to less than spec will increase free-wheel? What about the sheave free play...should that be adjusted differently too?
My base model sled doesn't have reverse, so that's not an issue.
