Not quite sure how to work this. The bronze part will not fit on the inside of the wheel because of the plastic cover. Any ideas?

You'll need to make a small cut in the plastic.
Not trimmed shorter, but a small slit parallel with the shaft.
This will allow plastic sleeve to slide to center enough to get the puller engaged.

Nope. Comes off in one assembly. Works great!
Then, on the bench, one can remove snap ring, press out bearing, and service or replace.

Thanks, the painted threads on the long bolt do not thread easily! Any suggestions?Nope. Comes off in one assembly. Works great!

On the puller? May have to lube it up and work it, top to bottom, a few times with a drill or cordless impact.
Mine works very free & smooth.
Should be able to thread it, top to bottom, pretty easy by hand.
