clutch set screw

What is the procedure with these set screws on the primary clutch weight pins ? The weight pin is torqued to 4.3# Never seen a setup like this.Cat, Polaris, and SkiDoo, all run the bolts or pins with the head on the forward spinning side of the clutch. Yamaha has it the OTHER way, or are they all like this ? Weight and roller pins appear the same but why the set screw on the weight one ?
 
Set screws are for noise/reduce wear from pin slopping around. The older clutches had them in the roller and weight pin. I run my bolts with head to the front also. Old habit.
