That is simply a track dyno. Not sure what kind of track dyno they are using (print out does not look like anything I've seen from a Dynojet Track dyno unless it is older software).
At peak hp it picks up 8 hp at the track which would be about 13-14 engine hp.

If its 19hp at the track, what is the engine HP uptick?

This is a low boost, efficiant horse-power gain that just gives an Apex that extra pull that people are always searching for. With the 2 psi boost curve, you will gain 20 extra horse power through-out the whole acceleration range.
See attatche file for Dyno HP readings of a stock Apex -vs- the same Apex with the Yamcharger installed:
CLUTCHING: You may add weight to your stock arms, but we found that the stock arm profile does not match the new engins HP range. For a more efficiant result, G-force division in now working on an arm profile to work with your new engins character. These arms will be ready for release with the kit, shortly.
Fuel economy will remain the same as stock when driven like a stock. Only when the boost starts to climbs, and the extra 20 HP adds in, will there be a slight fuel addition to the systems injectors for the extra HP delivery.
Expect an average of 5 to 8% increase for a moderate driver.
Delivery: The Yamcharger kit, and the new Yamcharger arms should be released mid-october. Due to our Bonneville snowmobile land speed record attempt, the week of Sept. 20-26th, G-force Division's technitions will be absent for the Bonneville speed trials in Utah.
The Yamcharger kit will retail: 2200$ Canadian funds.

19.33 hp difference at 180 km, yes, but at peak hp for both sleds it is only about 8 hp.
