Battery is fully charged, pump cycles when the key is turned on, but nothing when I turn the key.
It makes almost a high pitched tone when I turn the key.
Not sure if this matters, but my reverse has been not working intermittently.

I think I'd try jumping the terminals on the solenoid/starter.

I have an issue with it not starting when it's extremely cold, but the motor turns over. I've read it's a relay issue, but now the motor won't even turn over.
(I'm not the most mechanical guy, FYI

Sorry, I don't have a Phazer so I can't be precise. I did just Google 'Yamaha Phaser starter solenoid' and a bunch of images came up that will give you and idea. It is pretty distinctive and usually pretty exposed, I'd bet right side. If you are uncertain there will be other more experienced guys chiming in.
Your cold start issues are another can of worms. Let's start with what year the sled is and have the updates been done.

It is located just in front of the main fuse box, big red wire from the battery connected to it. Pull the rubber covers away from the two large terminals. Using a tool, jump between the two terminals (might make a big spark). Starter should crank the engine. Make sure you have a fully charged battery. Try a booster pack. If the starter won't spin and just a whine, it's likely the starter. I've had that before.

Have you tried jumping the terminals on the starter relay/solenoid as suggested?

Experienced the same issue last year and it was the solenoid. Easy and cheap to replace once you know it's the issue.

As long as the battery is good and all the connections as well, sorry to say it sure sounds like it's the starter. You can get it out easier if you cut off the tab protruding from the bottom of the engine that prevents the starter from coming out the bottom. It's completely useless.
