removing rear mono suspension bolt and shaft rotation

I can usually tighten one side then loosen other and play the game back and forth. Is there a way to keep the shaft from rotating? I was going to try a vise grip on the plastic spacer?

Any suggestions?
 

I wouldnt go grabbing oto many things with vise-grips. Try applying a little heat to the bolt that is staying in the shaft. The threadlock might be holding it in too tight. And make sure the other side is good and tight before you try breaking it loose after throwing some heat on it. Just a thought.

Air IMPACT tool will do the trick, loosen 1 side then just hand tighten it again and remove the oppesite side and come back to your hand tighten side and remove it with impact...should do it!
 
I use an impact but I've also grapped the plastic sleave with channel locks in a pinch. I've never hurt it and it gets the job done...
