I bought a 09 phazer with 1700 miles. It appears that it does not want to go into reverse or drive unless I rock the sled or pickup the back end. I have been reading a lot on the problem and it seems to be a common issue. The fix seems to add a shim to the secondary clutch. I am new to sleds and trying to figure where the shim goes. Does the shims go behind the clutch or in front of the clutch? Or do I need to take the clutch apart and put the shims on the inside? Everything I read is that it is a 15 minute fix but nothing says exactly where to put the shims. TIA

Take it apart and put shim inside. You want the belt to be slightly lower in the sheaves when at a stand still.I bought a 09 phazer with 1700 miles. Number six in this picture.
Remember to give the cam a twist before shoving it into the sheave half. That is something most get wrong that haven't done this before.

I have found that it helps if you adjust the drive chain on the "loose" side. Manual says finger tight but I would turn the adjusting bolt until it barely made contact with the chain and back off 1/4 turn. And adjust the idle to the low end of the spec (1400RPM IIRC). Be sure you use the updated belt as per the bulletin for previous years.

What's your "warmed up" Idle RPM, anything over 1900 rpm makes it hard to get into reverse. No amount of jumping, rocking, bouncing will get mine into reverse until it's warmed up and the RPM drops.

Shouldn't have to add any since it's an 09 and already updated. The belt might sit too low with another shim.
Did you try a new belt?

Have not tried a new belt. It has the 8GK belt on it and it looks pretty new.

Yep. The TSB was for 07 and 08. By 09, they were applying it to all of them from the factory. Confirmed by the fact that you have the 8GK belt.
If the sled has only 1700 miles, you likely still have the original belt, which might be a little dry and stiff after 11 years. I'd try a new one.
