When I start my 2003 rx1 the starter starts but just make a spinning sound like it's not engaging and then after a alot of try's it finally engages and starts the engine. Does anyone think it's the starter or maybe the reduction gears

The oil tank has to come off, then the crank case cover comes off, then you have to use a puller to get the magneto rotor off then the starter clutch assembly can be replaced.
the job wasn't really that difficult just need the right tools and patience. You'll need a 6 inch puller to take the magneto rotor off, and you'll want to order a new crankcase cover gasket when you change it, mine was ripped at the bottom when I removed my cover.

also wanted to ask, when you turn your key does it kick sometimes and then spin then kick again over and over?

Yes it kicks when I turn the key and then spins and it keeps doing the same thing every time I turn the key just not enough turns to start the engine
