Brakes icing up

Does anyone else have this problem? I've had my brakes ice up twice this year where the tail light is on and the lever doesn't rebound to the off position. It was the only 2 times ive been riding off-trail (which makes sense). First time I took it to the dealer because I didn't have time and they told me there was just ice build up.
 

I don't understand.
is the brake handle frozen in place/jammed with ice?
or do you get ice in the actual line?
 
Brake handle is free but wont return to the resting position on its own.
 
Is it actually freezing up, or is it due to the calipers getting a groove wore into them from the brake pads, and then the pads getting stuck on the groove?

I think @cannondale27 first posted pix of this issue. Mine with 2200 on it is starting to get the same wear and I worry that someday the pads will get hung up on the groove.

I brought it into the dealer the first time and they told me they were just frozen. I bought a frogzskin for the exhaust side panel vent to hopefully stop this from happening

umm.... Im confused, how is that going to help? The brake is on the clutch side
 
It wont help but im trying to eventually seal up all of those massive openings. I have the other side on backorder.
