The rotor on my dad's '20 LTX GT is hot hot with barely no brake usage. Is the caliper hanging up? Is this common? Are there any quick tests I can perform to eliminate causes?

Check out the post on the BOP Shaft Saver that talks about the rotor wobbling. Maybe that is the issues you are having.

Old speed run trick. Go to the hardware store and find the spring box. Get a spring that fits over the retainer clip pin that has enough tension to push the pads OFF of the rotor. The spring goes between the 2 pads on the clip. Sled has enough drag already, dont need dragy brake pads. If you have a safe enough area, pull your pads out and go for a casual little cruise, DO NOT TOUCH the BRAKE LEVER. Check the rotor, see if its hot. If not, you know your pads are dragging Attempt at your OWN RISK.

Run it on a stand without the pads in it. See if it wobbles> checking that the bearing is seated correctly on the shaft. I have a new 21 that came from the same factory , different stickers with a worn down drive shaft. Sled had 189 miles. I never touched a thing in the sled. Loaded onto trailer took to Michigan over Christmas break ride 189 miles and the shaft is worn to sh&(. If you have no wobble then I’m guessing the caliper is hanging

Did anyone remove the caliper and brake pucks for bearing regrease?
Reason I ask?
I did that a couple of years ago, had to remove the pads to get the caliper off the shaft to check my bearing.
When reassembled I noticed right away that my brakes were holding my sled back once off the throttle. Rotor was hot and pucks smelled.
I had mixed my pads up was my thought, so I simply bled the brake once and refilled the brake reservoir.

Problem solved.

Thanks all for the troubleshooting and great tips. Will be testing soon and will report back!
