"titled as a 2017 but has all the upgrades to make it a 2018" How can they legally do that? How could you re-sell it in the future as a used "2018"?

Yamaha did this in 2008 with the Apex. Was told they had so many leftover 2007's that they took them and re did the decals to make them look like 2008. A member on here purchased one of these 2008. They were considerably cheaper than the true 2008
 
It is the last of its kind so only way to get there is upgrade 17... I would ask about 17 vs 18 SS shock specs?
 
Could also be a ‘17 upgraded to ‘18 hardware and used as a demo sled on the sneak peak rides last spring. I know of a dealer in Canada that has a sled like this.

Yup. States right in the link :
This sled is titled as a 2017 but has all the upgrades to make it a 2018 Apex Xtx Le 1.75 50th Anniversary and was used for display purposes with Yamaha.
 
That dealer had a bunch of "Demo" and "Show" sleds last year when I was looking for a Viper, quite a few "16" MTX's which had all the 16' goodies, graphics, and the new spindles but were sold as a 15' chassis with the "good" motor. The dealer I bought my sled from had a few also.
