The engine turns over bit it does not start. I have changed the plugs. I have even used starting fluid. No joy. I pulled the plugs back out and they are dry. I put a screwdriver into the coil pack and watched it arc.

Fuel pump cycling when you turn the key on?

Yes the pump is working. I pulled the fuel line off and attached another line and turned the key on. It pushed fuel up a little over three inches

I would check relays. If they are anything like a nytro the relay could be stuck.

Phazer is notoriously hard to start with a low battery. Tried to jumpstart?

Check your ECU to see if the last numbers are 01. If the last two numbers on 2007 Phazer are 00 you have the ECU known for bad cold starts (and other issues). There was recall that expired but you can still buy updated ECU on Ebay.

It looks like it may be a blown head gasket or a burn valve.
