What kind of fuel pressure regulator do the rx-1 turbos run?

I tried a mallory #4309 3 port boost referenced fuel regulator but for some reason I couldn't set the fuel pressure on it. I could not set it to less than 25 psi when the walbro electric pump was running at a idle. Is there something wrong with the regulator or does it need a different fuel pump that doesn't put out as much pressure as the walbro electric pump I have now. It has a good sized fuel return line as well..

That's exactly the # 4309 i use on my kits and it can be adjusted to
the pressure you want . i use 10 psi plus boost press. are you using the
bottom barb to return fuel to tank? witch walbro pump are you using?.

The number on the pump is- GSL 393.. yes I'm using the bottom bypass port for the return line.

I think I'll check to see if something is restricting my fuel return line..

OK I found the problem.. The regulator was fine, but the return line was too small for my pump and regulator combination that would restict the gas flow. I was able to adjust the fuel pressure when I tried a larger line.

I have it set to 6 pounds base pressure.
BTW how much base fuel pressure do the mc express and other kits run?
