what is the part number on the belt? Its a Yamaha 8DN right?
removeing the washers lowers the belt height thats it. Adding them raises it, thats it. Squealing on decel not likely caused from the secondary shims.

You set the belt height with the belt out of the primary and lay the belt in the secondary gently pushing it down. The top of the belt should be slightly above to slightly below the top of the secondary. You have already have been given the specs.
If the belt is squealing at idle, the belt may be too tight. If you have the right belt and the belt height is adjusted correctly, and the the belt is too tight, then the Center-To-Center is off (Too long). But, if you are hearing the squealing during operation, and have a good belt and the sheaves are clean, then again you could have a Center-To Center problem (i.e. too short) allowing the belt to slip.
So, set the belt height correctly. Then if you still have the problem, it is time to get in there and take a look at the Center-To-Center. What belt did you say you had? Is it new? Have you cleaned and scuffed the sheaves yet?
