Well, I can answer part of your question. Your rpm's are so low because your primary weights are too heavy. If you are only running 4-6psi you should have went with lighter base weights.
I built a custom k it for my Apex. If I had to do it again I'd just buy a kit. I'd say it cost about the same to do it right. Of course you can halfass it for cheaper, but getting stranded 10 miles back in the bush cause you wanted to save money isn't my cup of tea. My kit came out awsome and...
11% leakdown is not bad at all. Especially if it's the same across all 3. Also, your compression #'s seem really high for some reason.
If you are not seeing bubbles in your coolant while doing the leakdown test and you are not burning oil I doubt you have a bad head gasket.

I wish, When I'm running down the trail at 50-60mph my sled holds a pretty constant 3-5psi of boost with my turbo, just drinking fuel like there is no tomarrow.
I have one on my Apex mtn. I really don't ride in WI at all anymore, but if I did I would expect to have problems. I rarely see wardens, but if I did I'd be getting a ticket for sure.
Personnally, its kinda loud and annoying on the trail anyways, the deep snow muffles the sound a lot.
I here a lot of guys talk about adjusting the C0 number. Its my undrstanding that this will adjust idle and low speed cruise fuel.

Unfortunately I didn't get any pics when I did my engine work. I have 3 stacked headgaskets installed and ARP headstuds.
