That is what I am thinking now. I'll have to pull it apart and check. Really can't think of anything else. Won't have a chance till the weekend but if I find it I will post what it was.
 

As per relay freezing, it is always the fuel pump one. just paint the top of it at home and carry a spare. with say a white top it Is easy to find in the cold,dark or slightly hidden fuse box. on really cold days do not start up,warm up then shut off engine, that's when it will freeze. start,warmup, then drive away will vastly reduce chances of freeze up. on visor plug output, are you using a test light or volt meter? meter has to be on ac not dc as voltage comes from rectifier.

Right on. But meter has to be on DC not AC. You got that backwards.
