That won't affect anything. That is the bushing that goes between the jackshaft and the end of the bolt. It can move up and down slightly, so if it's not perfectly centered when you tighten down the bolt it may rub against the splines in the secondary. Nothing to be worried about, it's really just a spacer.

I knew it was a spacer/ bushing but was concerned that something may be off or out of line that may have caused the wear.

Looks like a lot of belt dust also. While its apart wash all that dust off and blow dry with air. Wipe clutch surface with acetone to clean it also. Also wipe primary clutch surface with acetone to clean. Make sure the is no black or grey left on surfaces and you'll be good to go.
