So as to not confuse....
I believe the Turbo and manifold bolts need torquing and Nordlocs help, while the downpipe/muffler bolts were too hard to remove after some heat cycles, and should be replaced with hex.
Is that the summery?
If so, I dont see using longer bolts with nuts on the downpipe being needed....Just some anti Seize with new hex bolts so you will be able to remove them easily when adjusting chain.
Others that do not need future removal for chain maintenance should get nordlocs or at least some sorta of hi temp gasket maker on threads to help them stay tight.

if you remember my post on this in the past...I describe taking the torx bit out of the sckeet and putting into the box end of a combination wrench...in my description...there is no sacrificing of the tool though...

Dealer rep was in local shop today. Service manager asked when the service bulletin was coming out for the bolts falling out and she said what bolts falling out. She said first she heard of it. I call bull sh$@)&t. I don't know what's going on with Yamaha but they definitely have a problem. Dealer has already fixed several after I made them aware. Found lots loose or missing.

Understood especially with the way cat has handled these same issues. Was trying to justify it ml to myself...Still the person that approves repairs for the dealer to get paid. She should know it's her job to know.

I thought the same thing just visually. I got the 3/8 with the .83 OD. He brought something out 1st that had a narrower ring and I questioned it because I had read it here.Those don't look like they would provide full coverage under the flanged bolt? Can you put one on a bolt and take a pic?
