Usually the orange (brown)are viton &designed for higher heat,they may have determined the black wasn't suitable for temperatures being seen

Yes, they had many failures and the reason they went away from it and went manual. Wonder however if we could use the pad instead of the roller, but tack welding the screws will work too.

I will check it on the shaft when I get it a part to tac the tensioner. I had order from the county cat in Minnesota, back ordered until April up here

Neither would I. It looks like someone else tried to put that on a shaft and messed it up. Did the box look to be opened previously?

Those are marks from a spline. That has been on a sled.... That's not a Cat issue that's someone screwing the part up and sending it back.

Yes if the base metal is distorted it will groove your shaft and it sure looks like it is.

No , the packaging clearly looked original, I would bet it was from factory the way the bubble wrap was .
