Not startling, at normal temps 15-20 degrees

75psi is way high. I would think that would flood out the engine. Something with the fuel regulator or the the fuel return line could cause that.
You could verify TPS readings in the diagnostic mode to make sure they're in spec, it's the very first sensor check that comes up when entering that mode. Should read about 15 at idle and go up smoothly to around 95 at wide open.
 

I changed out the fuel regulator, still didn’t start lol , does the machine have to be running to check the tps in diagnostic mode in the cold ?
 
No. It's done while not running.

Did you check the crank position sensor? It should have between 189-231Ω at 20°c. There is also the cylinder identification sensor.
