How can I determine if it's the master cylinder that went bad? My next step is to pressurize the system and loosen the banjo bolt, with rags around it and everywhere else.

A bad master will leak by the imput rod, or maybe bypass fluid back into resovoir instead of building line presure.
 
Figure I would update this thread. I removed the pistons from the caliper as it has frozen up. I cleaned up the pistons and reinstalled. I rebleed everything and got it back to where I thought it should be.

Well I've got 200 miles on it and I have all my problems solved. It's a one finger lockup and feel is way better.


I have a feeling it was that contaminated fluid and the only way to get it out was to remove the pistons.
 
Brake fluid, brake system, calipers are high-maintenance items on these 998's. Cat service manual says to change brake fluid every year. Common to find seized caliper pistons.
 
Yeah well now that I have good brakes I figured out they are essentially worthless from triple digit slow downs. All that weight really puts a lot of heat into everything and the pads need a bit of cool down after doing that.

That's even with the hh+ pads.
